随着经济和电子信息技术的迅猛发展和电子电器设备的广泛运用，电子产品更新换代的速度越来越快。电子产品的广泛应用给人类带来了便利，但也给环境带来了沉重的负担，它已成为世界上增长速度最快的污染物之一，电子废弃物污染环境问题是全球面临的共同问题。为了防治电子废物污染环境，我国已在2007年出台电子废物污染环境防治管理办法，加强对电子废物的环境管理。

2022年版协调制度因此新增品目
8549 —Electrical and electronic waste and scrap.电子电器废物
同时在第十六类新增类注释第六条，分别对电子电器废物货物范围、其他废弃物的混合货物的归类进行规定。
AThroughout the Nomenclature, the expression “electrical and electronic waste and scrap” means electrical and electronic assemblies, printed circuit boards, and electrical or electronic articles that : 本协调制度所称“电子电器废物”是指以下电气组件、电子器件、印刷电路板以及电子电器产品：
(i) have been rendered unusable for their original purposes by breakage, cutting-up or other processes or are economically unsuitable for repair, refurbishment or renovation to render them fit for their original purposes;
因破损、切割或其他加工而无法用于其原始用途，或在经济上不适合进行修理、翻新或修整以使其满足其原始用途；
(ii) are packaged or shipped in a manner not intended to protect individual articles from damage during transportation, loading and unloading operations. 包装或装运方式并非旨在保护单个货物在运输过程、装卸作业时不受损坏。
BMixed consignments of “electrical and electronic waste and scrap” and other waste and scrap are to be classified in heading 85.49. “电子电器废弃物”与其他废弃物的混合运输货物，应归入品目85.49
CThis Section does not cover municipal waste, as defined in Note 4 to Chapter 38.”. 本类不包括第三十八章章注四所规定的城市垃圾。
原第八十五章章注十，品目85.48所称“废原电池、废原电池组及废蓄电池”是指因破损、拆解、耗尽或其他原因而不能再使用，也不能再充电的电池”，因相关货物被转移到8549.1项下，因此该章注也被删除。
并在第八十五章新增子目注释第五条，该子目注释与原第八十五章章注十内容一致。
For the purposes of subheadings 8549.11 to 8549.19, “spent primary cells, spent primary batteries and spent electric accumulators” are those which are neither usable as such because of breakage, cutting-up, wear or other reasons, nor capable of being recharged.”. 子目8549.11至子目8549.19所称“废原电池、废原电池组和废蓄电池” 是指因破损、拆解、耗尽或其他原因而不能再使用，也不能再充电的电池。
品目8549根据货物的种类、用途、所含有害成份进行进一步子目划分。

在2017版协调制度中这些电子电器废弃物归类各不相同，废电池类归入8548.1，废阴极射线管玻璃归入7001，用于回收贵金属的废印刷电路板归入7112。品目8549的设立，对电子电器废弃物的归类进行了统一，有相关产品的企业应特别注意。
