无人驾驶飞机简称“无人机”，是利用无线电遥控设备和自备的程序控制装置操纵的不载人飞机。机上无驾驶舱，但安装有自动驾驶仪、程序控制装置等设备。
无人机作为目前最炙手可热的高科技产业,在军用和民用领域都拥有着巨大的应用潜力和广阔的发展前景， 目前在航拍、农业、植保、微型自拍、快递运输、灾难救援、观察野生动物、监控传染病、测绘、新闻报道、电力巡检、救灾、影视拍摄、制造浪漫等等领域都有应用，世界各国都对无人机产业的发展给予了高度重视。
2018年9月，世界海关组织协调制度委员会（HSC）第62次会议决定，将无人机归类为“会飞的照相机”。
在2022年版《协调制度》中，专门新增了无人机的品目8806.

同时新增子目注释，对最大起飞重量进行了定义。
For the purposes of subheadings 8806.21 to 8806.24 and 8806.91 to 8806.94, the expression "maximum take-off weight" means the maximum weight of the machine in normal flying order, at take-off, including the weight of payload, equipment and fuel
子目8806.21至8806.24以及子目8806.91至8806.94中，“最大起飞重量”是指在正常飞行状态下起飞时的最大重量，包括有效载荷、设备和燃料的重量。
品目8806的商品，主要来源品目8802。之前相关归类决定，如世界海关组织W2020-65“集成在四旋翼遥控无人机上的数码相机”，中国海关 D-1-0000-2017-0076“航拍四轴飞行器（无人机）”，明年这些商品也应归入品目8806。
另外，在第八十八章新设品目8807，用于涵盖新增品目8806及品目8801、品目8802的零件。同时删除原品目8803——品目88.01或88.02所列货品的零件。而品目8807商品完全来源于品目8803。
